Ok, I swear you won’t want to do this, but THIS may be where you’re going wrong. It has long been considered a threat for you to look directly into a dog’s eyes — specifically if the dog doesn’t know you. You’d be better off looking past the dog or near the dog, but not looking at the dog. It’s the equivalent of somebody just straight-up staring at you from across the room. That dog considers it creepy AF.
