As a native Chicagoan who has always been perplexed by why I've had far more hostile interactions with Chicago police versus Skokie and Lincolnwood, this still blows my mind. He's not wrong though. I've gone into Chicago police stations at least twice when someone hit MY CAR and you would've thought I robbed three liquor stores. Meanwhile I walk in Lincolnwood police department (northern suburban area, walking distance from me), and they're all "Hiiiiiii, how are you doing? I'm sorry you experienced that. Do you feel OK?" You would swear I left the state entirely. CPD is just ... I fondly remember a Metra conductor who was also a former narcotics officer. He was so dope to me (and cute too), but I wondered how drastically his personality changed once he got off the train. Or if it did at all.
